Emulation Nation: The Obsessive Developer Subculture Keeping Internet Explorer Artificially Alive

And yet, right now, at this very moment, thousands of developers across the United States are actively downloading, configuring, and lovingly maintaining software that was obsolete before most of their junior colleagues could legally drive.
Welcome to the IE Simulator Arms Race — a quietly thriving ecosystem of emulators, virtual machines, legacy Windows environments, and compatibility testing rigs that has somehow become more sophisticated in the years since IE's official retirement than it ever was during the browser's actual lifetime. The irony would be poetic if it weren't also a little bit sad.
Why Does This Ecosystem Even Exist?
The short answer: because enterprise software doesn't care about your feelings or your changelog.
Across banking, healthcare, manufacturing, and government sectors, there are mission-critical web applications that were built specifically for Internet Explorer — not just tolerant of it, but dependent on it. ActiveX controls, proprietary rendering quirks, JavaScript behaviors that only made sense inside IE's particular interpretation of the DOM. These applications didn't get rewritten when IE died because rewriting them would cost millions of dollars and require regulatory re-approval processes that make the DMV look agile.
So the applications stayed. And the developers tasked with maintaining or interfacing with those applications needed a way to test against them. Enter the emulation ecosystem.

The IE emulation landscape in 2024 is surprisingly well-organized for something built on top of a dead browser. These services have become the professional-grade choice for teams that need reproducible IE testing without the overhead of maintaining physical machines. The fact that both platforms have continued investing in IE support years after retirement tells you everything you need to know about demand.
IETester — a standalone application that lets developers run multiple IE rendering engines simultaneously. Originally released in 2008, it has been updated by its small but dedicated maintainer community well into the 2020s. The update notes read like dispatches from a forgotten war.
Virtual machine snapshots — perhaps the most common solution, and the most variable in quality. Developers snapshot clean IE installs and share them across teams, organizations, and occasionally entire industries. The chain of custody on some of these snapshots is genuinely unclear. "I got mine from a guy who got it from a Stack Overflow comment from 2019," admits one developer in a Discord server dedicated to legacy browser support. "I don't know where it originally came from. I don't ask questions."
The Unexpected Experts
What's genuinely remarkable about this ecosystem is the depth of expertise it has produced. The developers who work in IE emulation regularly aren't just running old software — they've become archaeologists of a dead browser's internal logic.
Take Sandra, a QA engineer at a healthcare software company in Ohio. Her job title says nothing about Internet Explorer. Her actual job involves understanding IE's box model implementation well enough to predict, before testing, exactly how a given CSS property will misbehave. "I can look at a stylesheet and tell you which three things are going to break in IE11 before I even open the VM," she says, with the weary confidence of someone who has been right about this too many times. "It's not a skill I put on my resume. But it's real."
These developers have effectively become fluent in a dead language. They understand IE's proprietary event model, its quirks mode rendering, its particular interpretation of hasLayout — concepts that have no practical application outside of legacy compatibility work but that represent genuine, hard-won expertise.
Some of them have started writing it down. GitHub repositories dedicated to IE quirk documentation have accumulated thousands of stars. Blog posts titled things like "The Complete IE11 Flexbox Behavior Reference" continue to receive steady traffic in 2024, years after they were written.
Are These Tools Actually Better Than IE Was?
Here's the genuinely funny part: in many respects, yes.
Modern IE emulation environments are more stable, more reproducible, and more consistently documented than actual IE ever was in production. BrowserStack's IE instances don't crash randomly. Snapshots don't get corrupted by Windows Update. Virtual machines don't develop the mysterious degradation that physical Windows installations accumulated over years of use.
"The IE I test against now is better than the IE I originally built for," says Marcus. "Which is either a triumph of engineering or a complete indictment of what we were working with back then. Maybe both."
There's something almost philosophical about this. A browser that was notorious for inconsistency and unpredictability has, in death, been transformed into something reliable and controlled. We finally tamed Internet Explorer. It just took killing it first.
The Future of IE Emulation
Nobody in this community thinks their work will last forever. The consensus seems to be that the ecosystem has maybe five to ten more years of meaningful activity before the last IE-dependent systems are either replaced or simply abandoned. The virtual machine images will eventually stop working as host operating systems evolve past their compatibility. The cloud testing platforms will quietly retire their IE tiers.
But for now, the emulation arms race continues. New tools appear. Old ones get quietly updated. Developers who never expected to become experts in a browser that launched in 1995 continue logging into their Windows XP VMs and confirming, once again, that yes, the dropdown still breaks.
